Resolves F-911

• I have added automatic tests where applicable.
• The PR contains a description of what has been changed.
• The description contains manual test instructions.
• The PR contains updates to the release notes.
• I have verified that the documentation is still up to date.

Changes

• updated black to 24.0, to support formatting for future PRs such as feat: add python stubs to api #64, which will hit black-python version incompatibility issues;
• ensured all codebase is formatted accordingly;
