Adds
tempo.charge({ expectedChainId })so clients can pin the chain they'll pay on. Rejects charge challenges whosemethodDetails.chainIdconflicts, and signs on the pin when the challenge omits it. Matches the mpp-go conformance ABI.Part of OSS-306
