Cantralize PatternsOperator config

Type GitOpsConfig renamed to PatternsOperatorConfig for better clarity and to avoid confusion with Pattern.Spec.GitOpsConfig
The PatternsOperatorConfig is now fetched only once during reconciliation and passed to functions when needed
