Fix problem with spaces in folder names

• Fix a problem where starting the listener would fail when running on Windows 10 with the 8dot3 filenames disabled.
• Restructure the project for clarity
• Update the listener 3gl project to use VCPKG, simplifying installation of prerequisites and project configuration.
