Set UseShellExecute to true for launching shortcuts. This is required for launching .lnk and shell-based apps (e.g., Office, UWP); fixes shortcuts not opening.
Enable UseShellExecute for ProcessStartInfo in OpenFile
Added a tooltip feature to display the shortcut/app name when hovering over the icon, enhancing user experience by distinguishing identical icons.

Adds tooltip display for shortcuts to improve usability when multiple apps share the same icon.
For example I have 4 different versions of Visual Studio but they all have the same icon. When i group them I don't know which version is which unless this hover tooltip code is added.
