Initial reorganization begun - simplified the intro be shorter and more direct
More rearrangement to put things closer to where they are relevant
moved RLS Rule examples into one section and added an intro, placed TS_WILDCARD_ALL in this intro
Continued simplification and reordering
Closer to finished, need to add the RESET and empty array mechanisms
Added requests and responses on teh variable update APIs

Substantial rework of the ABAC/RLS documentation based on experience with customer attempting to implement. Majority is removing duplication and organizing to bring essentials to the top.
Does not look at any future changes / updates, should be reviewed and put in place in the current docs as soon as possible
