Summary

  • Adds a "Carryforward Flags" section to the Upload Coverage check documentation
  • Explains that Shorebird CI uploads coverage per-package and only when a package needs to run, so carryforward flags are needed to avoid coverage gaps
  • Links to the Codecov carryforward flags documentation

Closes #477
