Define check-runs fixture contract

Summary

• add the Stage 3 check-runs fixture contract
• define sanitized JSON shape, required check-run states, fake-client behavior, and Maven evidence boundaries
• link the contract from provider fixture, provider plan, and backlog docs

Validation

• git diff --check
• go test ./...
