Adds documentation for the new sync target cluster picker that lets users scope an environment group's secret sync to a subset of clusters in a project.

porter-dev/code#5363 — adds a dashboard UI for selecting which clusters an environment group syncs to. By default, env groups sync to every cluster in a project (including new ones added later); the picker lets users restrict to a chosen subset. The feature is gated by a project-level flag.
