Add media details shortcut to player monitoring

Fixes #191.

Summary

• add a Monitoring action to Media Details for users with player monitor permission
• open Player Monitoring with a Media ID filter already applied
• keep the existing manual filter flow working by letting monitorFilterAdd accept optional preset values

Note: npm run prettier currently reports pre-existing formatting issues in js/schedule.js and ui/fields/media.js, which this PR does not touch.
