- Add submodules: ornl-ev-pso, ornl-dopf-pso, ornl-dsse-gnwls
- Register EVCSComponent, DOPFPSOComponent, DSSEGNWLSComponent in components.json
- Add all 3 to unit test matrix with submodules checkout
