Adds a reusable oeb-feature-teaser component and wires it into the issuer detail PDF Editor tab. Free-tier issuers now see a teaser with the feature description, a link to the PRO plan page, and a mailto button to sales@openbadges.education instead of having the tab hidden entirely. closes #2009

LGTM, just a tiny suggestion to improve consistency. the descriptions underneath the teaser png are in German, regarding of selected locale. I understand the text is part of the image itself. Maybe a text block underneath the image could work?
