Description

The default Solr base URL (RH_SERVER_OKP_DEFAULT_URL) was missing the /solr path prefix, causing 404 Not Found errors when the OKP provider connected to Solr collections (e.g. http://localhost:8081/portal-rag/select instead of http://localhost:8081/solr/portal-rag/select).

This PR adds /solr to the default OKP URL, but the OKP URL and the Solr URL are not the same thing. The OKP URL should point to the base URL of OKP. Solr is hosted within OKP, and so the Solr URL should use the OKP URL as a base, with /solr appended. I opened #1561 with those fixes, so I think this PR should probably be closed in favor of #1561.
