Extract GitOps drift listing/cache into dedicated handler file

This refactor isolates drift-listing and drift-cache responsibilities from the general GitOps handler surface. Drift-specific logic now lives in a focused file while preserving existing behavior and API shape.

• Drift handler extraction
  • Moved drift-only cache/listing logic out of pkg/api/handlers/gitops/handler.go into pkg/api/handlers/gitops/gitops_drift.go.
• GitOps handler slimming
  • Removed drift-specific internals from the primary handler file so Helm/Kustomize and other GitOps flows remain easier to navigate.
• Behavior parity
  • Kept ListDrifts response contract and cache semantics unchanged (same filtering and TTL eviction behavior).

• Updated pkg/api/handlers/gitops/handler.go to remove drift-specific cache/listing code
• Refactored drift cache structs/helpers and ListDrifts into pkg/api/handlers/gitops/gitops_drift.go
• Fixed file organization so drift logic no longer co-resides with unrelated Helm/Kustomize handler code
• Added tests for changes (existing drift tests continue to cover ListDrifts behavior)
