This requires the addition of a new global id type, but that's important for the FHIR implementation already.
This relies on DUO concept expansion: We may want to enumerate at least the Data Use Permission portion as we have a "Registered Tier" that doesn't fit 1:1. We might want to pivot further though if we don't feel that axis aligns with our restrictions. EG, are the studies GRU or HMB "in spirit" even if it's open access?
