Generator-source fix for hyperpolymath/standards#64. elixir 1.19.4 / otp 28.3 are not in the setup-beam index, so every repo generated from this template inherited a permanently-red Hypatia dogfooding job. Loosened to resolvable elixir 1.18 / otp 27.
