Both Docker build variants (Alpine for arm64, Debian slim for amd64) and
the PR test matrix move from Python 3.13 to 3.14, the current stable
series. Produces new ghcr.io/redbeard/htm.core/htm-{arm64,amd64-debian}
base images for the downstream trader container.

Add support for an amd64 htm.core docker image (useful as basis for ci builds without having to recompile htm.core)
