Internal ticket: GOVCMS-14464
Creates a simple GitHub CI pipeline that ensures
ahoy buildruns successfully on default settings.This is the bare minimum of coverage - if
ahoy builddoesn't build images successfully, then the branch is broken (as it is at the time of submission).
