Adds .github/workflows/live-tests.yml so workflow_dispatch is registered on the default branch. Job logic is identical to feature/ado-ghe-support; running it requires the live-tests-admin and live-tests-consumer environments to be configured (see scripts/seed-ci-secrets.ps1 on the feature branch).

Adds the live-tests workflow file so workflow_dispatch is registered. Until environments are seeded, runs will fail at the GitHub-App-token step. Fixture infrastructure lands on feature/ado-ghe-support.
