Description
As part of adding multi-env support, we forgot to add support to the trigger-workflow. So, this was still using the tools project and was leading to the wrong workflows being executed as the proper database reads couldn't be made.
The following PR is a pre-req for this being merged https://github.com/ethereum-optimism/infrastructure-services/pull/778
