What this PR changes/adds
adds an OpenTelemetry logger, that uses the OpenTelemetry Logger Bridge API to forward structured logs to an OTEL exporter.
Why it does that
operational awareness, observability
Further notes
this is just a draft for now, a more integrated solution will be a decorator, that operates on all monitors regardless equally.
