Add OAPI schema for scopeable global variables to support hierarchical variable management across different resource levels.

This schema defines the structure for global variables that can be defined at a workspace level and then scoped down to environments, systems, deployments, or resources. These variables are intended to fill missing values in consuming units, providing a centralized way to manage common configurations like agent keys while allowing for specific overrides.
