black mesa deployment server

this is just some bs i vibecoded to deploy the services dont take this as good work. this is purpose built for the current black mesa deployment setup and will be deprecated within the next few months as we migrate to k8s and terraform. the deployment server is a simple REST API that accepts POST requests to trigger deployments of the various services. it is intended to be called by the CI/CD pipeline after a successful build and test run. it will then call the appropriate deployment scripts to deploy the new version of the service.
