Currently, even if SPC_DEBUG is not set, the DEBUG variable in sleepproxyclient.py is set, which results in debug output being sent to the log file.
This PR fixes this issue.
Debug output is only generated if SPC_DEBUG is set.
The second commit fixes issue #28
