feat: expose bundled tool binaries

Summary

• expose ankhorage-eslint, ankhorage-prettier, and ankhorage-knip package binaries
• add wrapper CLIs that delegate to the bundled ESLint, Prettier, and Knip dependencies
• add ignoreBinaries support to the shared Knip config helper
• document the single-devtools-dependency usage model
• add a patch changeset for the next release

bun run build
bun run lint
bun run format:check
bun run test
bun run knip

After this releases, downstream repos should use only @ankhorage/devtools plus scripts such as ankhorage-eslint, ankhorage-prettier, and ankhorage-knip.
