feat(apollo-vertex): modular dashboard — component architecture [4/5]

Stacked on #614. Separates card chrome from grid layout and decouples data access — keeps each component focused on one job.

What's here

• InsightCardInner — extracted from InsightGrid; owns all card chrome: title, expand/collapse, AI Assistant trigger, drilldown tabs. InsightGrid is now pure layout.
• dashboard-data-context.ts — React context letting any component read dashboard data without direct provider coupling
• drilldown-tabs.ts — shared tab config for the expanded card drilldown view
• chart-stubs.tsx — lightweight placeholder charts for loading/empty states
