Fix an issue where credentials don't sync properly on deploy
Fixes #1299
Implementation Details
This adds a new rule when doing a sandbox style merge (ie, you're merging two Projects together but preserving UUIDs, so like two versions of the same logical project), ensuring the credentials get synced properly between them.
It fixes an issue when you're trying to pull a project from instance A and deploy to instance B.
