Test: Presubmit Bug: 521361918 These emulators fail to capture traces, and appear to not be identified as emulators by our internal detection logic. Will have to periodically manually test on API 23 hardware, which still works. Change-Id: I3ed16360961320c6389261f41f50eff2e9f72d4c
