Thanks. I had not gotten around to figuring out how to do the local to UTC conversion. I only got to switch over the header and time format before I got drug away for IRL stuff. |

Format change originally suggested in #76 (comment)
This makes both the old and new formats use UTC date and time. The old perhaps is less compatible, but there doesn't seem to be much of a reason not to do so.
The new format specifically includes a "Z" so it should use UTC.
