Summary

add an Android WebView wrapper that ships the bundled HALO experience as an APK-ready project
include a sync script to pull the latest dist HTML into the Android assets for builds
document how to build and sideload the debug APK from Android Studio

Testing

not run (environment does not have Android SDK/Gradle tooling)
