Update tokamax version to 0.0.10

Currently nightly tests fail with "absl.flags._exceptions.UnparsedFlagAccessError: Trying to access flag --tokamax_autotuning_cache_miss_fallback before flags were parsed."
The tokamax library has the fix in 0.0.10, b/475206779
