We should have enough docs for end user to learn and adopt flame-operator

Current State

• README.md: Minimal (just title)
• docs/design/: Contains HLD (internal design documentation)
• docs/test/: Contains test plan (internal)
• User-facing docs: ❌ Missing

Proposed Documentation Structure

Based on the HLD and API definitions, here's what end users need:

Our architect will review the HLD and create a documentation outline, then our developer will implement the documentation.
