Please clarify licence

Please be really clear about the copyright and licence of the code:

• setup.py contains metadata stating that the code is LGPLv2
• the code itself mostly asserts that it is public domain in some places
• an explicit licence grant in the README and a COPYING/LICENSE file are missing
• a list of authors/contributors/copyright holders should be included
