Description of the new feature / enhancement

The PowerShell script is great, but when moving to other Azure environments, the script does not seem to work. Creating documentation on how to create a Winget rest source manually would alleviate waiting for script modification and allow for me to submit bugs to explain what the PowerShell script is missing.

Proposed technical implementation details

A document or MD file that describes how to create the needed resources in the resource group to make a functional winget rest source.
