"enableAi": false doesn't disable Generate button

Describe the bug
When you set "enableAi": false setting, Generate button (sparkle tool) on the toolbar doesn't disappear. And according to this documentation page it should disappear.

To Reproduce
Steps to reproduce the behavior:

1. Open settings
2. Set "enableAi": false, either in UI or in JSON
3. Apply settings, close and reopen the app as prompted
4. Generate button (sparkle tool) is still on the toolbar

Expected behavior
Toolbar Generate button (sparkle tool) should disappear after you set "enableAi": false in setting, as written on this documentation page
