CONTRIBUTING: document the 'sam' tool

Scripts in the doc directory use a sam tool which is not in the usual developer toolbox.

CONTRIBUTING.md or the wiki page should mention the source of that tool.

I've not yet found an easy path to install of sam on MacOS.

A container image with sam would be really helpful to contribute to the content of doc directory, which is the upstream source for Go's regexp/syntax documentation.

As the use of Sam is a strong barrier to contributing to documentation of Go regexp/syntax, I've been working on reimplementing the subset of the Sam commands used in doc/ scripts as a Go program ("minisam.go").

@rsc Are you interested in a refactoring of the doc scripts to use that minisam (code is already 100% done)?
