`fcli fod issue update`: Incorrect usage text for `--user`

Current Behavior

Help output for the fcli fod issue update command shows the following:

--user=<user>      The username or user id of the user the update
                   will be recorded as.

This is incorrect; the --user parameter is what sets the assigned user for the issue.
