Add provider and endpoint bootstrap for BYOK and custom gateways

Weldable should configure providers, custom endpoints, and enterprise gateway wiring without turning into the daily workbench.

Starter scope:

• support BYOK provider setup
• support custom endpoint and gateway configuration
• keep the boundary with OpenPi clear
• document the initial configuration model
