Why is this needed?

Operators and teams running Neptune in CI need visibility into plan/apply execution status, success/failure rates, and orchestration health. Today Neptune has no built-in metrics export; adding observability would support alerting, dashboards, and integration with existing monitoring (GCP Prometheus, AWS CloudWatch, Azure Prometheus, Grafana Cloud Prometheus).

What would you like to be added?

Enable the neptune command to export Prometheus metrics or OpenTelemetry metrics—e.g. remote write to a Prometheus server or push to an OpenTelemetry collector endpoint. Support (or document) export to GCP Prometheus, AWS CloudWatch, Azure Prometheus solution, or Grafana Cloud Prometheus. Provide a Grafana dashboard for an overview of execution status of infrastructure-as-code orchestrated by Neptune. The exact set of metrics to export is left for further discussion in the issue.

Who is this feature for?

Operators and platform teams who run Neptune in production and want to monitor execution status, integrate with existing Prometheus/OpenTelemetry stacks, or use managed offerings (GCP, AWS, Azure, Grafana Cloud).
