Private Catalog and Data Store #8

The current state requires all Catalog or Data Store collections either private or public. This is done by modifying the following variables in api_config.py: CATALOG_ANONYMOUS, DATA_STORE_ANONYMOUS

This is not granular to the individual collection.

My request is to extend the private / public attributes to the individual collections level.
