Implement layer type selection when creating a new layer

When creating a new layer for a polygon dataset, it defaults to a fill layer. User should be able to choose between line or fill layer in case styling needs to be applied to the line

This feature will also solve following issues:

Possibility to recreate line layer if layer is accidentally deleted
