Use router to pass current project parameters to the rest of view

Iron Router can use dynamic fragments for routing. We should use this feature and make the parameters available to the rest of the view.

Routes to implement (feel free to suggest more):

• /:user/:project
• /:user/:project/issues
• /:user/:project/pulls
