[Bug] `Confirm Answer` button disabled for previously answered questions

Currently if a user answers some questions and then navigates back, the Confirm Answer button is greyed out, preventing the user from getting back to the unanswered questions. They can get around it by using the skip for now button, but that is confusing and unintuitive.
