What happened?

part of #4080

How to reproduce?

You can't release Docker images that have Category X licensed binaries. This applies if you intend to publish Docker images to https://hub.docker.com/r/apache/texera or have any other pre-built image that you want to share.

a WIP Disclaimer does not absolve you from this

One option is to not release Docker images until this is done.

You can document how users can produce their own with the warning that it may contain Category X licensed binaries (because noone has checked).
