What problem does this solve?
When you streaming with Plex/Emby/Jellyfin, the last thing you want it downloads/uploads kicking in and nicking all the bandwidth.
Causing buffering or the message this server isn't fast enough to pop up.
How would you like it to work?
There is a app called Speedarr that does this by connecting to your download clients and your media server, when it detects a steam, it will limit the download clients automatically but a %, the more streams detected it could limit it further, When streams stop, wait 2 mins or something then unlock the speed again on the download clients, that way, when system is idle they have full access to speed, and only throttle when a steam is detected
Think this would be a great built in feature to add to the WSDashboard.

How will we know it's done?
Would be built into QB and the WSD dashboard so either a extra tab for setting it up and then maybe a box in the main part saying what its throttle to.
Alternatives you have tried or seen
Speedarr, but runs in docker currently so having it built into QB would be a great addition
