Performance of applyMultiControlled and applyMultiStateControlled

As noted in #739 (comment) the performance of some tests are significantly slower than others now optimisation have been applied.

Clear pattern of MultiControlled and MultiSateControlled operations being significantly slower than others.

Need to look at:

And other kernels as performance is significantly below other tests.
