I want to

Automatically remove the Dev-Help Volunteer role from users who don't actively respond to programming questions

In order to

Maintain a level of exclusivity to the said role

Acceptance Criteria

• The admins must be able to toggle the feature on/off via the command /role-control purge toggle
• Every last day of the month, check whether each user has earned a point for the current month. If a user did not earn any points during the current month, unassign the Dev-Help Volunteer role from the user and place that user on the block list for the Dev Help role's self-assignment, with an indefinite duration
