Have a points system implemented in the channel #programming-help

In order to

Make sure that the Dev-Help Volunteer is only for those who actively answer questions in the said channel

Acceptance Criteria

• Whenever user(s) with a Dev-Help Volunteer role is specified and selected upon marking of Programming Help post as solved, the user(s) must be given 1 point
• The Admins can give or deduct points to users via the command /help-points [user] [add/sub] [value]
• Record when the last update in the user's points has been made
• Only users with the role Dev-Help Volunteer assigned, or previously assigned with the role but is temporarily suspended from assigning the role can earn points
• If the role is removed only by the user themselves, delete all points from the user
