[FEATURE]: Do not expand timeline / tempo groups when adding new pages

Describe the feature you want to see

Current behavior is OpenMarch will automatically insert new time groups to be able to fit the new page which is like 16 beats. This is especially bad due to OpenMarch automatically aggregating similar tempo groups. I am unable to change the number of measures afterwards which means I have to delete the entire tempo group and remake the pages associated with it.

Ideas or mockups (optional)

Clamp the page to the last tempo group, have the ability to change tempo group # of measures, or just dont aggregate tempo groups as its pretty unnecessary.

This is currently required as pages need to have a beat under them in order to exist. At least currently, page start times are determined by beats

What you're describe is still annoying, but you don't have to delete the whole tempo group! You can click on the measure in the timeline to just delete a single measure
