Scope

• Add community guidelines and a privacy policy draft document.
• Link both documents from README and contributor documentation.
• Add explicit TODO items for legal review before production release.

Acceptance Criteria

• Both policy documents exist and are easy to discover.
• Language is contributor-friendly and unambiguous.
• Each document includes a revision history section for future updates.
